Bio Throughout his career, Cesar Contreras has contributed to several projects pertaining to the application of information and communications technology in the public sector. He worked for the Permanent Mission of Mexico to the United Nations in New York, where he advised on the definition and financing of the 2030 Agenda for Sustainable Development during Member States' discussions. Moreover, he negotiated reform initiatives of the United Nations, including its revised ICT strategy. In 2017, he joined the Underministry of Communications of the Ministry of Communications and Transport of Mexico (SCT, by its acronym in Spanish), as an expert on economic analysis of public policies and projects in the telecom sector. He is currently focusing on the identification of new technologies and on the public policies required to promote digital transformation and inclusion in Mexico. César holds a master's degree in Public Administration, with a focus on Economic and Political Development, from Columbia University and a master's degree in Information Technology Management from the Monterrey Institute of Technology and Higher Education (ITESM, by its acronym in Spanish).
