Digital Agriculture Reference Bureau

It’s every smallholder farmer’s nightmare to figure out how to kick start a cropping season, access inputs,  pay for labour, access advisory or sell their produce at the end of a successful season. on the other hand, the service sector composed of financial, insurance services provider, are deadlocked on exploiting a critical potential market in the countryside as they can't be easily reached the scarcity of information aggravates the situation.   

Digital Agriculture Reference Bureau is an ICT platform that brings together isolated production parameters and activities of smallholder farmers as well the business of agro-dealers (produce and input) to a common place where services of larger enterprises such as banks, insurance firms and government can be channelled through data and information. 

Our technology is a dual user solution targeting two categories of audiences who include the farmers and the service providers. It works on the principle of Data-driven Agriculture in which we provide an enabling ecosystem where solutions are in alignment with local needs.

The Farmers are engaged via our agent network composed of local youth who are screened by the system in terms of technological savviness, social belonging and acceptance, diligence and result oriented attributes. They collect and update data as well as offer last mile to users at the bottom of the pyramid (farming community) and remunerated on target and commission basis. On the other and the service providers who include financial and insurance service providers, Agro dealers not only get access to market but use our Reference Bureau to; establish plans and strategies of implementation and packaging their services accordingly.

The common interest is the undisputed need for services among the farming community mostly in hard to reach areas and the market base that profiling communities unveil to several service providers.

     

Define three specific objectives that you would like to achieve with your proposal.

  1.  To create a platform that provides visibility of the smallholder farmers to potential service providers through data and information where customised and suitable service packages can be channelled to the end-users.

  2. To enhance financial inclusion (credit, general banking services and insurance) among the under-served community through our systems supported non-financial credit scoring (progress out of poverty credit score) that potentially substitutes the conventional credit assessment used by the financial institutions by availing digitalized profiles for reference of a less visible community

  3. To provide value chain linkage among the critical agriculture value chain players including structured markets for agro-input, Produce, and other service delivery.

What problems (particularly in value chain competitiveness and global disruption) are your community’s stakeholders facing due to the Covid-19 pandemic?

Financial inclusion,  majority of the underserved communities, in terms of financial services, have continued to produce as little as their household financial resource and labour can support. The produce of is often of low quality since they continually use seeds and planting materials saved from the previous harvest, they are left to produce under the mercy of not only the weather but of pest and diseases and all these make the produce at the end of each season as little too only support household consumption while in other circumstances produce is not sufficient to support household food demand.   

Market linkages, information failures are among the critical factors that make agricultural markets inefficient. Trade links between buyers and sellers are created informally by word of mouth and rarely grow beyond established social circles. 

 Agricultural Extension, Uganda currently has about 3811 extension workers across the whole country particular serving under the public sector as per march 2019 Ministry of agriculture report. With over 12 million households practising agriculture and insufficient public funding to the agriculture sector, an estimated ratio of extension workers to farmers of 1:5000 is impractical to support the extension needs of the country and furthermore it’s far from the recommended 1:500. This thus means not all farmers in Uganda are able to directly reach an extension worker for professional guidance and assistance.

Covid 19 aggravated the condition as the lockdown cut off the movement key players such as loan officers, extension service providers, and access to inputs. With the unceratinity of whether the movement will be as free as before Data-Driven Agriculture is paramount.   

What minimum viable solution(s) are you proposing to address the challenge(s) in your community?

Progress out poverty credit score generated from geo-tagged profiles of the farmers allow for customised credit services that financial service providers use for reference on the creditworthiness of the farmers. The parameters considered range from land, its ownership, productivity, labour availability, household income, expenditure and over 160 extra data points from the farmer's profile. 

Alongside access to finance, insurance services are provided to the farmers registered on the platform. This also spreads the risk of agricultural lending since the risks attributed to weather such as drought, storms among others risks eases loan repayment upon farmers receiving their compensation.  It also allows continuity of farming projects as such shocks are absorbed by the insurance cover.

 With the DARB, marketing has been made possible through the data and statistics from several smallholder farmers. Collective marketing has the power to attract better buyers who buy in bulk while at the same time farmers attract affordable input supplies that are timely channelled to the farmers. Contract farming is enforced and thus enabling the farmers to benefit from their small scale farming endeavours.

Through our digital system that has a service centre, tailored messages are sent out to the farmers to support in support of their advisory needs.

 Our Last-mile agent network not only provides us the local data but also complements as the human interface in delivering last services and information.

It’s generally acceptable for every developing country that lack of data and information constrains interventions.   Our work is based on a core principle of Data-driven Agriculture in which we provide an enabling ecosystem where solutions are in alignment with local needs.

With a network of tech-savvy agents in the communities, data is collected and last-mile services provided by the enterprises from an informed perspective through engaging critical sector players.

Only 10% of the farmers of 33 million farmers have access to finance to boost their productivity and it has stagnated at this percentage for the past 20 years. Of the 10% accessing credit 90% are in either large scale, medium-sized producers or those in clearly tight value chains

 Marketing is by word of mouth between sellers and buyers and rarely grow beyond established social circles.

While Extension has persistently depended on a non-viable farmer to agriculture adviser ratio of 1:5000

 Financial exclusion, informal and unreliable market and Lack of access to advisory and extension are very critical and require a holistic approach guided by data and information.

Geo-tagged profiles with Progress out of poverty Credit assessment for financial inclusion can be leveraged by the financial players  while Data-enabled market linkages from DARB, Service centre with an agent supported network through our business 2 business  and business 2 customer model, services are channelled to the smallholder farmers

  1.  Tailored Extension and Advisory. 

To facilitate extension, advisory and related service delivery, we overlay farmer’s data onto soil maps to determine farmer soil type. As such we are able to offer solutions in line with crop suitability, soil health management while collaborating such information with ICT tools at the disposal of the agents in the fields. These tools include:

  1. Fertilizer optimization tools used for a general assessment of the investment requirement of a given farmer in terms of we cost leveraging the information in the database, i.e. land size, crop option among others. It also offers basic cost-effective recommendation for fertilizer use.
  2. aXiom Zorn Knowledge app - this is service in the box tool that is integrated within our system to provide a wide range of information including agronomic tips, weather alerts, market prices. It is used for information dissemination by agents as well as data collection.
  3. Digital soil maps - farmers profiles are overlaid up to a sub-county level to support crop suitability decisions.  We also provide cluster Mapping of which is derived from GIS tags on all information that is collected

I thank you for getting back and this is a very good question. You realise that the "back end " of every technology entails in-depth research and amalgamation of knowledge and experience that sometimes can't be easily translated to the end-user to understand how it comes about particular the illiterate. Their interest is mainly in how technology is helping them transform. For that reason, we have empowered the youth within the local community with the skills through regular training on how to influence their community and use the technology in gathering information. We strongly believe that not all farmers must-have smartphones to benefit from technology but rather maximise what is available in the community to get services delivered. If I can use an example of soil type from our Digitalized soil maps, by us knowing that Farmer A is sub-county X whose dominant soil type is say gleysol and exact profile overlay in on haplic Gleysol then what they would need in return is a suitable crop like paddy rice. So the agent would then be the last point of connection in the event that the farmer can't comprehend services like messages sent

You will agree with me that this is an international challenge, coupled with the facts that they are layed down guide and instructions for this Community which you have not yet utilities.

The idea needs to be a simple short explanation of what you want to achieve.
It briefly touches on why, when, where and how you want to achieve it. This explanation should be
limited to no more than 50 words.

2) Goals: Clearly list 3 goals of your digital project don't explain them. To mention a few. Without going through your entire essay one can easily notice you have not adhere to the instructions of this challenge. Please do so to ensure you refine you concept better.

Thank you Jaymer for asking, Data validation is a component that we take seriously. We use a network of agents who reach out to the farmers in their own community, so the farmers don't necessarily input their own data and our first line of authenticity is how well the agent knows their community, we have regional coordinators who do ground truthing and they are deployed after a thorough desk validation of key parameters from profiles collected. thank you again and your vote to this ideas is paramount

DARB which is web and mobile application is our MVP . it works hand in hand with our aXiom Zorn Knowledge app; this is service in the box tool that is at the disposal of the agents. it is integrated within our system to provide a wide range of information including agronomic tips, weather alerts, market prices. It is used for information dissemination by agents as well as data collection.

Thanks you for asking, We employ a B2B and B2C model where the cooperate entities agencies and business subscribe to access the information. business such as agro-input dealers are alerted of the market available for their stock, farmers buy the inputs to have the best produce that is channelled to ready market.We also employ a subscription model where we have a fee for the service and support of functional system. This is functional for agencies like donors or NGOs that are looking for an agency business model in order to empower their areas of implementation and this case it on project basis

Thanks for asking, our major barrier resulting from COVID 19 was the Total lockdown which affected our Data validation routines, supply of inputs for sometime but when it was eased for essential service providers where agriculture is inclusive., we were able to resume work. Even then we were able to work with the local community through our agent network online (youth)

Hi Carol, awesome idea you have here and it can definitely scale up if you tick all the boxes right. One of the biggest pain for farmers is having access to finance to help them expand their yield. My advise to you right now is try to work on your story narrative to help give someone an idea of how you got to discover this problem and why you decided to work on it otherwise so far so good. Then in regards to COVID 19 how has everything changed your approach and the plans you have put in place to insure that your services reach every farmer? All the best

thank you for the advice. I would also like to state that we are one of the few whose approaches didn't suffer much from the Covid 19 pandemic of course with exception of total lockdown that was eased in short while since Agriculture is essential service. but running much of work online, on SMS, and by involving the network of agents within the farming communities created continuity. We still have areas of improvement to manage such occurrences like with the pandemic for example improving further our interactive Voice Response services (IVR) by translating information further since Uganda is a multilingual country with about 43 languages

This is a very good question, The conventional methods of credit scoring that looks at a client's bank balance, collateral, financial transaction and more is one of the greatest stumbling blocks to financial inclusion among the smallholder farmers. that's why we assess farmers liquidity, solvency, repayment capacity based on other parameters that includes what they have, some of the factors we look at (in generating this social score) include land availability, ownership, farmers productivity (with soil type overlay inclusive), labor availability in the household, household economic status (looking at farm income and income from alternative sources and expenditures). GPS location and information of next of keen among others information gives our financial partners the confidence of the knowledge we have on the smallholder farmer. So with that information and computer algorithms we determine their score out of their profile (big data), All the farmers taking up credit under this arrangement have an insurance cover that spreads the risks father...….. thank you again for asking like and share my idea with the community

A Greek Philosopher Heraclitus said "Change is the only constant in life" yes its true the rural community have challenges with internet connectivity however we continue sensitizing them on the importance of embracing changes since technology is moving a bit fast and providing opportunities that they can leverage to transform their livelihood. That said, our technology basically attracts the service providers more towards the underserved community and these are institutions such as those in the financial sector whose operations are internet based, for the communities in unreliable internet connection we provide SMS and IVR based services while the agents use offline tools to collect data whose submissions can be done from areas with stable internet. hope this answers your concern. like and share my idea in the community
