La Lope Smart Village

Located about 350 km from Libreville, the capital of Gabon, La Lope is a town of Ogooue Ivindo province. Its latitude and longitude are 0°6’28’’S and 11° 6′15’’E respectively, with an elevation of 130m above the sea and an altitude of 19.65 Km. The local economic potential is based on eco-tourism activities of the Lope National Park, a UNESCO World Heritage Site, which contains the highest animal biomass of any tropical rain forest in the world.

The national park is bordered to the north by the Ogooue River, which flows parallel to the equator and turns into a series of rapids as it descends towards Libreville on the Atlantic coast. To the south is the Chaillu massif, characterized by a dense and humid forest. It has a large concentration of archaeological sites, suggesting long-standing intensive human activity in the region.

La Lope Smart Village is an integrated and connected complex comprising cutting edge infrastructures and innovative services which contribute to the achievement of the Sustainable Development Goals ( SDGs ) as well as to the reduction of social gaps and the digital divide within the Community and the Region. La Lope Smart Village contributes over 85% to the achievement of the Sustainable Development Goals through the SDGs 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 15 and 17.

The Compound comprises the following Clusters:

• Tele-Medical Center (Ophthalmology, Dental, ENT, Paediatrics, Medical Analysis Laboratory, Optometry Laboratory, Pharmacy),

• Digital School,

• Tele- Community Center (Videoconferencing Room, Cybercafe, Games Room, Start-Ups Incubator),

• Shopping Center (Supermarket, Coffee Shop, Cold Room, Fishmonger, Butcher's shop, Laundromat, etc.),

• Rural Bank (PayPoint, Biometric Bank ATM),

• Water purification station,

• Agricultural farms;

• Food processing plants;

• Waste processing plant (processing domestic, medical and industrial waste into electricity, bio-gas and biofuel);

• Residential area (Smart Green Housing, Guest House or Hotel)

• Sports Cluster (football stadium, tennis courts, handball and volleyball);

• Tourist parks (Zoological Park, Botanical Garden and Amusement Park)

• Bio-Sanitary.

The Compound is powered by a Smart Grid.

La Lope Smart Village provides its users with Quadruple Play (Internet, Fixed Telephony, Mobile Telephony and Digital Television) and Cloud Services (Cloud Health, Cloud Education, Cloud Agriculture, Culture Cloud, Cloud TV, Cloud Gaming among many others).

What problems (particularly in value chain competitiveness and global disruption) are your community’s stakeholders facing due to the Covid-19 pandemic?

The Coronavirus (COVID-19) pandemic is currently causing significant adverse impact on the global economy with governments around the world implementing various fiscal measures to mitigate its effects and provide relief for businesses and households.

In response to COVID-19, African countries have taken a series of strong responses such as increasing awareness of hands hygiene, barring entry to arrivals from badly-hit countries, mandatory quarantine of passengers from affected regions, prohibiting mass gatherings, physical distancing, allowing people to work from home, cities lockdowns and shutting down schools.

Africa faces specific challenges in the coordination of its response, including weaker health systems, proliferation of informal economy and urban crowding, which can pose additional affects efforts to combat the highly infectious disease. COVID-19 being highly contagious, Africa must take the window of opportunity offered to her to take vigorous measures to contain the propagation of the Coronavirus epidemic.

 

What minimum viable solution(s) are you proposing to address the challenge(s) in your community?

In order to face this unique crisis, by its magnitude and its impact on society, Africa Smart Village Holdings has implemented a number of projects and products which  aim at improving and accelerating the African Government's responses to the challenges of the Coronavirus (COVID-19) pandemic:

The Covid-19 Tests & Isolation Smart Center ( CTISC) is manufactured within 10 days,fully equipped and shipped everywhere in the word . It takes 24h to assembly the CTISC on site.
The first units will be installed as soon as the client's orders are confirmed.

The Smart village has a huge impact on the socio-economi, and even political life of the countries where it will be implemented:

1. Political
• Contribution to the development of the rural zones;
• Reduction of the rural exodus;
• Acceleration of the decentralization.

2. Social
• Enabling all social strata to access to a high quality healthcare and high level education;
• Providing water and electricity to the rural areas.

3. Economic
• Enabling the Government and Families to make structural savings in Health and Education sectors through the Cloud Technology;
• Creation of 20,000 jobs in project corridor.

We have a provisional business plan for each Smart Village. The final cost will be confirmed after the feasibility studies on the site: Topographic, Geotechnical , Network coverage, Social & Environmental impact, etc .
It will depend on the environment of the region and the site where the Smart Village will be constructed.

In term of Demography, 57% of African population live in rural areas and 43% in urban zones.

However, social infrastructures and services are less developed in the rural areas than in urban ones.

The key social indicators measured in the Smart Village Programme include, but not limited to, education, health, access to social services, vulnerability, social exclusion, and access to social capital.

Below few indicators highlighting the divide between the rural and urban areas in Sub-Saharan African region.

1. Under-five mortality in sub-Saharan Africa: https://bmcpublichealth.biomedcentral.com/art...2889-019-6940-9

• 44.27% of urban group and 74.71% of rural group had Under-5 mortality in sub-Saharan countries.

• Poverty rate in rural areas: 17.2 %
• Poverty rate in urban areas: 5.3%

In each country, we setup a subsidiary through a PPP scheme with a Governmental Body in charge of the Rural Development Programmes.

2. The PPP company leverages the funds from the Banks for the implementation of the Smart Villages in the rural areas

3. The Smart Village aims to create average 20,000 jobs in the project corridor, allowing the rural population to pay the access to the services at a social tariff.
However, the access to education, water and electricity will be free for the rural population.
